This report presents a Master Plan for Wharton County Junior College based on detailed analysis of existing college facilities, likely growth scenarios, and the vision of key college and community leaders. The Master Plan was developed at the direction of College President Betty McCrohan and the College Board of Trustees in the summer of 2005. The team tasked with developing a Master Plan for Wharton County Junior College comprised programming and design architects and engineers. The resultant Master Plan is intended to serve as a visionary blueprint for the College‘s physical development for the next ten years and beyond. One of the main goals was to provide College leadership with an objective base of information from which to intelligently set goals and priorities. Accordingly, a great deal of the report reflects concerns relating to demographic growth projections and statistical analysis, and dollars and cents issues relating to condition, maintenance, and operating costs of the physical plant.

This section of the report includes background and an overview of the team’s purpose, the processes used, and resulting general conclusions. Following sections contain much of the detailed analysis and planning design that forms the basis of the Facility Master Plan. These three sections form the core of the Master Plan Report, the space and growth analysis and needs projections, the campus and facility condition analysis, and the master plan design and recommendations. More information is provided in the following appendices as well as a separate volume containing technical material for reference and use by the campus Physical Plant Management.
